I think Ishita. I know Raman first confess makes good. but here in this story Ishita have clear view compare to Raman.all her wishes got complete. she didn't have any stupid creatures like subbu,bala mom or sad incidents like marriage rejection, infertility(see technically now she is Mrs.bhalla, once she worried about her infertility but now she became ruhis ishimaa.). she got nice sasural except simmi. she is very happy now. she have nice bonding with Raman whom she hated once. only her vaccum is lovable husband. yes without doubt Raman is one of the best husband. but they didn't accept their v relation whole heart.now in Raman case he bonded by many creatures like ashok,shagun,param,simmi,adi. everyday he trapped in their drama. still he gives Ishita wonderful company. but he can't give it fully. he knows he loves Ishita. but before his love reach from mind to brain, his brain occupied by dramas.so I feel that Ishita is better choice to confess first and realise and helps Raman. lemme remind you recent IshRa scene when rain came, Ishita mind voice "you (Raman) have many worries in your mind, I hope one-day you will share with me openly. I'll wait for that day" I can't explain how gray love realisation it is.
