I believe that before Judge says to Shagun that her daughter Ruhi goes to her, judge will say to have like those every weekend Daughter go meet her father. Ruhi will go see her father on weekends, if Shagun doesn't say Restraining order to say no to the Judge! But since Ruhi is young, the judge will say Ruhi will go see her father on weekends or some other days for few hrs. Its like Visiting Hours!
And if Ruhi does get visiting hours to meet her father then bingo, she will tell the judge later on she loves it at her fathers house then her own mothers. Because I know judge will ask a child how is it going and whats happening?!
ps: I have personally experienced this in my life as age of 6.
