My thinking is that Tapasya was misguided by her naani and is not inherently a very bad person.Yes, she has the nakhras of the good-looking rich girls and is a bit childish.

But even when Tapasya plays the psycho role she is quite cute and convincing!A fine actress for sure!

Iccha was not misguided by anyone.In fact she knew the entire situation and took a decision of dumping Veer.Not only that, Icha suggested the plot of Tapasya going in the ghunghat and and no one would come to know.

From this action, it is clear that iccha was not that deeply in love with Veer and her life would go on even without him.

Therefore Veer has only Iccha to blame for what happened .She could have refused the marriage but there was no need to cheat him by sending tapasya in disguise.

Moreover Iccha could have exposed Tapasya once Tapasya was in the pendal .There was no danger of her committing suicide in front of so many people....

I think I got my answers when Iccha said that she loved Tappu more than she loved Veer...therefore Tappu was her priority.... sad but fact!

I just hope that after her shaadi with Veer, she doesnt continue to play naukrani to Tappu and gives it back to her left, right and centre!
