Tejo never agreed for marriage even when she was unaware about Fateh's love for her, why will she agree now when she knows he reciprocates her feelings for him. Also, as you said Tejo knows Angad has mental illness, triggering that will push him to the edge and he can harm others in his way. I believe Angad is only here to push Fateh and Tejo to marriage alter otherwise these people will take eons with their snail speed.
