Shazam and Aquaman were made for kids and families. Adam West's Batman was maybe made for kids and families. But DC's Batman has always been intended for mature audiences.
Marvel has done a great job building an exciting interconnected world. As Martin Scorcese says they are theme park rides - and that is not a bad thing. It's fast-paced, exhilarating, fun, and you want to ride again and again if you can. They have built a cult of super fans who want to ride each and everyone even if it is new or unfamiliar. Even regular moviegoers are interested in the films because of the worldbuilding.
DC on the other hand has done a piss poor job with their cinematic universe. There is no worldbuilding. The interconnections are weak and not hyped up. The movies focus on the dark, brooding, and psychological aspects rather than the fun, exhilarating aspects. Batman being the darkest and broodiest - and this latest Batman is the darkest broodiest yet. Indian audiences in general do not like dark and brooding.
Also, Gotham City is a novelty factor for many westerners. Most live privileged lives devoid of filth, crime, and corruption - so something like Gotham becomes ooh edgy and interesting. But almost all non-western cities are filth, crime, and corruption - Gotham is not as novel or intriguing to most people.
The reason Nolan's Batman series succeeded is that Nolan is skilled at blending technical mastery with entertainment. Batman was dark and brooding, but there was still some well-paced action around him. It still had some fun factors of the superhero genre. The superhero genre was also newer then - currently people have some burnout and are pickier.
The reason why Joker may have succeeded is that villains generate curiosity. There's also an appreciation for beaten downtrodden everymen who get back at their tormentors. Anyone of us could be an Arthur Fleck. But Bruce Wayne is a multi-billionaire who uses his obscene wealth to fight crime. It doesn't feel as heroic or appealing. It's like imagining Jeff Bezos or Elon Musks being our saviors.
