A. If he is the same age or a little older than Anandi

1. He could be planted by someone to cause problems in Shiv's personal life so he can't concentrate on his professional life

2. He could have some psycho problem may have seen Anandi pic and become obsessed with her 

3. Maybe Bhago had given birth to twin girls but Khumb Mela may have happened Anandi ki twin was his GF

Not exactly she getting the painter to make the painting but once she gets to know that he had painted a look alike she will try to find out how he did it and will use him somehow 😈
