My vote goes to Bheeshma..for fulfilling his duty with a pure and selfless devotion when the kingdom was in its worst phase. He never ever desired for any credit or the crown unlike others.

Next: Bharata
Even Shantanu was a great ruler. If one can ignore his negligence towards the kingdom after Satyavati came.

I voted for Bharatha as he was the founder of Democratic rule during that period.Next best would be parikshith as it was considers as Rama rajya also justice was done to Yadu who was ignored for the sake of Puru.Third on my list is Paandu
