Unless MA has done something underhand like a letter play to have Suja and Jo meet there is no blaming her. That is the trouble with MA. One thing I'm sure about- That it was NOT Adham who killed/attacked Ataga Khan, bcuz if that were so, then Jalal would've had him thrown off the Fort. And as we know, Maham went absolutely crazy with grief after that that she died within 40 days of Adham's death...!! So then they could not have shown her snooping around... And remember Shareef's face?? He seemed weirdly happy after Ataga's attack...

And you are definitely rt. in your take!!! TE looks perplexed and surprised - there is no pain or any such thing on his face - there also seems anger (does not seem to be directed at Jodha, rather I feel he may have realised that it is Sujamal and hence the anger at his enemy, yet the restraint as he knows Jodha's feelings).
