Well, I was also wondering as to why T/TA need to keep the house key outside, and everyone in the world seems to know about it!! I know of a lot of people who do give their spare key to a neighbor or someone else so they don't get locked out of their home or if someone else in the home needs it. I also know of some people who might keep the key under the rug/ in garage for the same reason. But with the kind of situation prevailing in Chennai/any other place in India where we hear a lot of day-light robberies everyday (I don't think it is safe anywhere else in other places of the world too!), and with the kind of improvements where we can always have a lock with 3 / more spare keys, T and TA can have one key each. Hope T/TA don't get into more problems with their home key accessible to anyone!!
