The way I interpreted it , she has to first marry the man , then consummate the marriage and then only she can perform the sacrificial ritual to make the sacrifice effective. So , her husband(s) must have filled her maang at least 15 times , as it is an integral part of marriage and is done during the marriage and not after the suhagrat.

I think the makers thought who will analyze or try to find logic in a chudail show ?
