If you observe carefully, most popular fictions are the fictions with most number of stars/subscribers. Popularity doesn't seem to be biased based on any readership category or number of reactions to a story. Only number of subscribers to a fiction has been considered. I think that's what the popularity algorithm intended to do.
Yes, I admit to have the same logic behind popular fictions. I think it depends on Stars/Subscribers.
But from what I remember, Recently there had been an update in the fan fiction site that included the people who liked the book in the thread/forum to become a subscriber in fanfiction site if migrated.
Because my subscribers increased on the books I migrated. My problem is that a like from the fan fictions posted in Forums turns into subscribers in Fan Fiction site, but even then certain books doesn't get the stars as others.
As you can see from the screen shot, some books even when migrated didn't get the subscribers as others. The most viewed books in Fanfiction site got only 12 stars even when the book is migrated from the forum.
While I don't understand the reason behind this discrepancies. I faced a similar issue with views for my books as well. It had been the reason I suggested that popularity should be based on the month activity instead.
We already have Mostly Viewed, so popular should at least be determined based on short time frame.
