It's not transphobia. It's about fair play.
It's better to introduce new categories for such cases rather than accommodating everyone in women's category. It doesn't matter they r man , transwoman or cisgender with high testosterone level they all can't compete with a regular female.
Serena Williams was once accused of being born as a male when she was beating all those white opponents left right and center. It was said she had higher testosterone which helped with her muscular physique.

Issue with her was she was born with sweyer syndrome, a rare condition where a woman has more testosterone than a normal woman. And her banning by russians was always fishy because they never found evidence of her XY chromosomes hence it was overruled by olympics.
