This is exactly why the story of Shambhuka in Uttar Kand was a total interpolation. Many scriptures prove him to be a contemporary of Ikshvaku, who was Ram's great-great-great-great-great grandfather (might be more greats in there). He wouldn't have been alive at Ram's time.
Also, none of God's incarnations ever differentiated between people based on caste. Scriptures have always stated varna as being by act more than birth. Shudras were not a hated caste back then. They were simply the workers who did menial tasks for a living, and their work was well respected by people, particularly in Ram Rajya where everyone was treated fairly.
Like I mentioned before, this story was interpolated into Uttar Kand by people who wanted to justify violence based on caste, and they wanted this violence to be done by Lord Ram so that people would think it was okay, but in the original Valmiki, the story of Shambhuka is non-existent.
