is Shivam actuyally rudra?

or is shivam someone rudra has sent as his accomplice to find out everything about the razaidas?

the more and more i see this guy saying things exactly what rudra had said to niharika in the past, it seems that rudra might have got plastic surgery. hope that's not the case.

sharad i still think played the role better as rudra.
