Ah, well it is very clear in the promo that the "purana rishta" is Mishti & Veer's while this "naye jazbaat" are for Mishti to have for Ruhaan.
I don't know if Ruhaan and Pari have a past or something but I think that Mishti and Ruhaan are going to be paired together and I have reasons for that. Let's take it the way the promo goes;
1. Mishti & Veer are in a relationship but instead of it being a love based bond, it more of a looks like a relationship based on trust and respect. They may like each other but what matters is the commitment that must never be broken.
2. When Pari said that she is not interested in love, it is wrong to assume that it may be only because of some past boyfriend, which in case could be Ruhaan. It is a possibility, yes, but then there is this possibility as well that Pari feels a bit scared considering her mother Nandini came between Mauli and Kunal. She may be a bit scared of falling in love with someone who might turn out to be a wrong guy. Or maybe she is just not interested in love.
Why is it that if a character is not interested in love then it is assumed that it must be because of a bad past? Could it be that just because she has never actually experienced that kind of true love so she doesn't believe in it?
3. If you can find a connection in the look that Ruhaan and Pari gave each other, then one cannot deny the look that he and Mishti shared when he saved her from falling. It was that moment when the "Yeh silsila" bgm started, it was that moment when the voiceover came about purane rishte ya nayejazbaat.
The voiceover ends when Ruhaan and Mishti stand straight. Here, the main thing is that the "puraane rishte" is about Mishti & Veer. It can also be about Pari & Ruhaan, like you said. But then there is "Naye Jazbaat"; now this is for sure for Mishti & Ruhaan only!
I agree that Ruhaan and Pari might have been in a relationship before and that Pari might have feelings for him till now but that fall breaking, that heated intense look, that bgm and the voiceover centering around them; everything indicates that these nayejazbaat are for Ruhaan and Mishti to share. For reference, you can look at the Ruhaan-Mishti siggy in my signature. I think you are focusing on that Pari-Ruhaan moment only.
4. And the last scene, the moment between Pari & Ruhaan. If they knew each other and were in a relationship, then this look can be considered as the look that ex-es who still have feelings for each other share. And if they haven't even met before then that moment is of a girl finding her new crush.
5. And it's titled "Silsila Badalte Rishton Ka" for a reason only. Emphasis on 'Badalte"
