I am looking at it from a different perspective.
Shanidev and Chhaya before the commencement of the Sabha prayed to Mahadev that Suryadev be protected. And, indeed their prayers were answered. Suryadev was protected!
Yamdev stepped up at the Sabha because he felt that it was he not Suryadev who should be confronting Shanidev and because at a subconscious level he wanted to protect his father as as he was aware of Shanidev's deep thinking ability.
Having granted Shanidev's prayer of protecting Suryadev - Mahadev could not step in again and prevent Yamdev from being banished tto earth. So, when Shanidev asked him for a resolution to Yamdev's situation - Mahadev answered that his request would not be fulfilled.
Sanghya to a certain extent believes that prayer and meditation are for gaining powers to ward off unwanted effects or to exert control. She does not have the selflessness, humility, and purity of Chhaya and Shanidev - so she wanted to use her knowledge of Chhaya's routine to have Vyatsagandha abduct her. She (that is Sangya) did not realize that for Chhaya it was sacred time with Mahadev, her guru.
Mahadev had to protect Chhaya, his devotee and rekindle Sangya's devotion. Mahadev's reason in supporting Yamdev's banishment is also meant to perhaps evoke humility and devotion in Sangya and Suryadev. Karma phal or bearing the fruit of one's actions is not intended to indicate that revenge is being inflicted but rather that Mahadev or God is giving us a shake up and saying "My child, please wake up and reshape your thoughts and actions"!
