That is classic Socrates argument. And what he is saying is quite an intelligent thing. Yes it is not practical because questions always come who decides who is capable of voting but if world was that way it would have better, if only those who are capable of understanding of the working of elections voted.

He is not talking about dictatorship.

Where does right wing come into this? He was more in the favour of the middle class having more reign as opposed to upper class debunking any right wing connotations.

A lot of common people said the same thing when the call for Brexit was put in our hands. How educted were we all to make that call, turns out not very.

The way he puts forward his arguments is not very appealing to listen to, like who decides who is educated, degrees, certificates don't make you smart.

That was a very childish argument. I don't think it warrants as much attention as it is getting. It would not have, had he said it a few years back. But, under the current regime, the reactions are understandable.
