I haven't seen but Misal pav looks more likely from the 2 names u have given..

Misal Pav has sprouts(Moong) + bhel puri waale ingredients...U have this with pav

in that case it was masala pav as i couldn't see any bhel puri ingredient...but it looked more like masala that we prepare for tadka.
