A child is normally conceived out of love but Dharam is not likely to see that, probably sees Shravan as more of a mistake so never got close to him. Now that Shravan is older and sees how his mother is treated, he opposes Dharam. And you know what they say about not having two lions in the same jungle and all that. Dharam is scared to lose his position.

If they had consummated the first time, Ahem had fallen for Gopi without his knowledge & realized the same when he got to know that she conceived.
