Chirag has no voice in office as Ahem seems to be in charge of office

and only koki has voice at home, so mota bhai does not have any voice at home. So what is his purpose in the serial?

If they want to show them to show a complete family, show them some time in between but not while important issues are going on in the family. Because they don't have an opinion on anything, they don't open their mouths, they stand there just like dolls. Seeing the heads of the family like that especially when Koki is unfairly barking at someone is so ridiculous.
