all the symptoms points to her being a bad character. she always instigates tara. instaed of trying to help her forget that she can't be a mother anymore, urvashi does the opposite.
in today's episode, she basically spilled teh beans on Dheer and blamed saloni without giving a second thought about how this might effect ishaan.

either you know something that we all don't know, or you must really like the actress playing teh role or you must be someone that gives someone a chance till proven guilty. either way there's nothing in the episodes to suggest that urvashi going to be a positive character anytime soon.
