how to take care of multiple voting issue

My proposal is .. divide India in 4 electoral regions . north south east and west for SMS . fifth region will be internet voting for NRIS and internet lovers

assign 100 electoral votes to each region ...

So in another reality show, contestant A got 54% and contestant got for 46 .. so they will get 46 and 54 electoral votes respectively

This will eliminate the regional and multiple voting bias
