That isn't a sher. Rules for a sher are -

1) A sher must only consist of two lines.
2) The last word of both lines should be the same.
3) The meter must be same for both the lines - behr'
4) There should be a rythymic pattern...Kaafiya
5) There should be a rhyming refrain - Radif

Eg. - Hazaron khwahishein aisi, ke har khwahish pe dam nikle,
Bahut nikle mere armaan, par phir bhi kam nikle.

But sometimes, the Matla...is missing. Those shers are called Gair Muraddaf shers.

Here's one beautiful one -

Jab bhi milti hai kehti hai kaise ho 'Shakil',
Isse aage koi baat hoti hi nahin! 😕

'Shakil' is the shayar's name...the word used is 'Maqta'.

Here's one adapted by Me -

Chamakte chaand ko toota hua tara bana dala,
Bhai bolke deewane ko bewda bana dala. 😆
