there is a saying in hindi "gayi bhains pani mein" which kinda means that its all over so Basanti is paro's bhains's (buffalo's) name in beerpur so she gives her touch to the saying and says gayi basanti pani mein (buffalo has gone into the water)

It is actually a hindi saying, "Gayi Bhains Pani Mai"...

Word to word meaning, Gayi - Gone, Bhains - Buffalo, Pani - Water

Which means, "The buffalo went into water"... which is like saying .. "It is all over"

So, Paro adds her own touch and says, "Gayi 'Basanti' Pani Mai', here Basanti being the name of her buffalo in Birpur...Confusing Rudra for a second as to who this 'Basanti' was.
