Beacuse, he knows the truth is that Tejawat is the smuggler...He knows for sure the Barat was a part of the rackett run by Thakur...He thinks if only Paro was willing to see the truth, and not blinded by her wrongly placed faith...she can testify...for the right reasons...

I think it would be more of a court of enquiry than a general court martial. That would give Rudra enough time for more clues. I don't think he would lose the uniform, more of a suspension.
