Hmm Interesting our opinion differs a lot. I think I found Rudra healed because of the scene with his father today. And yes Rudra's wound runs deep, so it can be that it has healed on the surface but the scar remains and scars run deep. For eg: Him stating to the officer that he tries to forget.

Initially i too felt that Paro has had a loving environment and has been brought up well in the care and comfort given by her close family which has done wonders for her to grow out of the trauma, but day after day watching Paro go through those nightmares, it doesn't reflect the same image, and at the hint of slightest unusual event, be it the sight of a BSD officer itself, somewhere assures me of my opinion. For so is Bindi who should equally be scared/hate BSD, but it's only our Paro who loses her breath and sanity at the sight of them.
Healing doesn't have a definite way of happening. It's not in consoling arms that a person heals. As i feel in the case here. Rudra seems to have grown out of the situation on his own, with a mindset while Paro despite the constant love she's being showered with doesn't seem to have grown out of it.
