Yes he meant outside india. But i doubt is that really possible! Their government allows it or they r also doing it illegally to obtain arms to attack on bsd(india). And in new ST's interview he said that thakur doesn't believe in partition and he thinks himself as a ruler and king of birpur. And wants to rule it so, he instigates people to hate BSD. Let's wait n watch what other shocks n surprises have in store for us.

Maybe he's mixed up with the terrorists from across the border
