I don't think Dr. Baig is the culprit. Something else happened that day..

Remember how the melted metal was going to fall on chahat in the first place and Neel saved her by pushing her away. Why would Dr. Baig take the risk of making it fall on Chahat?

Also if he really did intend to kill Neel why did he save him and performed his surgery? He saved him from Ghazala too.
