No it's still not clear who saved Zoya.

If Gaffur met her at orphanage, wasn't she supposed to be burnt & traumatised?

I don't think Gaffur got to meet her at the orphanage, coz in one episode he was asking Razia about what happened to that 'bachhi' (read Zoya) & Razia said she was sent to orphanage.
