I think confession here is not to Zoya but to Dolly that he loves Zoya and wants her to be in India, Asad may be all emotional when he confesses to Dolly about his love for Zoya and hence she will help him out in completing the formalities as her boss( the immigration officer) is hellbent on throwing Zoya out of country!
