i am 200% sure it is Raziya, she had seen the properties that was in dilshad name,so she thought of killing her

I thought so too, but then had to change my mind. When Razia saw the news about the gun shot, she was not relieved or happy either. She just wanted to hide the news from Shireen. So, if it was indeed her who had sent the gun man, wouldn't she be happy that her plan worked?
