He's in Delhi. Hes not in a mental asylum. Hes in prison. He was wrongly accused of doing drugs and fraud. There keeping him there until he confesses. And since he won't confess he has to stay there. He's in Delhi because in Mumbai he didn't confess to the officers there, so they took him to Delhi so he would confess his crime there, since the officers are more strict/scary. But since he's innocent he won't confess to something he didn't do.
