You mean to say these are loop holes left to bee filled by the makers?

I think its otherwise

The Dubeys are planning and executing their steps really carefully...this might even be a reason that they are changing their previously assessed plans to bring in another plan in place

Yes it is confusing to see Dubeys in two minds :)
