Public fan pages of actors can only be 'Liked'...there is a LIKE button on that page at the top. Once u 'like' it ..u will become the member of that page and hence can write on it..😊

Personal FB accounts are like usual accounts we have. One should be able to send a friend request unless FB provides not to..😕
