I've voted for Ganga. She raised Devavrata single handedly who became one of the most illustrious men of his age. Their relation was quite different from the rest. Immortal mother and a mortal son.

Whether she was a mere traitor or not is debatable and again she has been added to the Panchakanya list so blaming her gets some sensitive..

I rejected Kunti not just for Karna.. For also putting down new born Bhim on the roar of a Tiger.. No mother of any world would do that.. she can not be forgiven for these two acts.. both the cases she put herself before her new borns.. That is absolutely human behaviour but 0% motherly behaviour..
