LOL, it is typical Indian masala movie logic they used. Bad guys are too dumb to shoot. Also in a real life scenario Rudra would not have been able to get up with the injuries he sustained but I think the show is more dabaang style.

I was thinking the same thing, devoid of logic!!😆😆 But I guess they were stunned and moved by the hero's speech 😉
