I am having a little trouble understanding the language. With that said, are BSD the bad guys? I was under the impression that they were the border security patrol. But then they kill a whole bunch of innocent people including Paro's parents. I feel like I'm missing a whole chunk of information here.

The Thakur arranges & finances one marriage every year across the border and uses this to smuggle arms. The villagers are blissfully unaware. BSD forces are probably informed that these buses carry arms across the border. Thakur creates hatred for BSD among the villagers so he can continue his illegal cross border activities.
