They speak but only when it's too late, when spoken word wouldn't be understood in right spirit or if they speak, they do it abruptly and rudely - something that's like a shock for other parties involved.
Silence doesn't always solve things or create peace. It's also a sign of timidity and fatalist mentality, hoping for things to get better by themselves. It is not always a sign of fortitude. It can be egoistic, callous, conniving and timid too.
