From what i gather is that yes mata parvati did take form twice as kali. So far she has controlled it but due to andhak disrespecting women and i think if i remember correctly in one episode parvati ji saved those women and said you have power in you to stop the unjust that happens. Try to stand up as mother she can not always be there. When she took another form i can't remember the one on the bird. She is the one who controls all the negative tantra and misuse of power. i heard of black magic being used to control people and hypnotist, people who do woodoo and so on. these are some of the power tantra that are still misused. No human can control mahakali but if u remember mahadev said adhishakti is doing this for benefit of universe and humans of course(something similar) sorry if i got it wrong)). I think adhishakti taking the form of mahakali to destroy negative and destruction that human create. About aghori it is fact but if u really look the twins are not doing prayer to mahakali for people benefit but for themselves and that is considered wrong. As they killed innocent that is a big sin so mahakali is there to destroy and i don't feel she is controlled at all by the twins. I think there is always reason for the things that adhishakti does.
