She's jealous of Jodha's beauty & skill set because she's above being just a princess & this angers & somewhere, frightens Ruqqaiya.

Because all of this catches Jalal's attention like nothing else!! And she being his BFF since childhood, sees the hold Jodha has on him. And thus cannot stand Jodha.

ruku always try mind games to rule jalal mind but i think she also love jalal
