It is absolutely unnecessary.
Instead, one can focus on your life as an adolescent and its priorities such as
1)studies, & beginning to explore career options (12-16)
2)giving enough time to pursue hobbies,
3)making friends (not gf/bf),
4)learning to be responsible and to take wise decisions
For the fortunate ones of us, family is a great suport system and hence, there is no need of a gf/ bf. Your close freinds can provide the same w/o entangling in a relationship.
Any relationship comes with responsibility. I don't think 12-18 is an age to bear it. Early distraction, irrational decision-making and loss of innocence can leave life-long scars on one's personality, career and hence life!
