And after having slept over it overnight, my final conclusion is that it contains a rope and parachute. The rope is for Sultan to rappel himself to the penthouse floor (why bother with pesky building security and elevators), and afterwards he can use it to tie up a protesting Madhu; and then parachute himself (and a trussed up Madhu) down.
I agree...I think the bag has his disguise (of jeweler) and suitcase has some pieces of jewelery and guns.
