As for Haji Mastan...yeah sultan character is inspired by that real life don. Do your history homework...organised crime was already there BEFORE HM came and took it over. When he took it over...Mumbai become virtually clean of drugs. HM dhandha was smuggling, nothing else and preventing drug smuggling and dealing in Mumbai. After his partner backstabbed him and took over...the city become flooded with drugs and drug related crime. Now Sultan is what you call a GREY character. There is good and bad in him. rk is a psychopathic character...he ACTS the good parts. They are not real.
And yes definitely...robin hood, batman and sultan can be put in the same bracket.

As far as I have read Karim Lala and Haji Mastan along with one more person were responsible for the organized crime in India. I am not an expert on these but thats what I have heard and read. So, for me they are the begining of the mess that is created in Mumbai and I think HM was glamorized more so for his connect with the film industry.
