Okey-dokey, I'm going to address each theory one by one:
RAB = Mr. Borgin:
I do not think this is possible. From the note, it appears that RAB was a person who expected to die and was not afraid of it.
If we consider Mr. Borgin, we can clearly observe that he is a coward. He was afraid of sixteen-year-old Draco Malfoy who became a new Death Eater (DE)
For example:
"He (Malfoy) moved towards Borgin and was blocked from view by the cabinet. Harry, Ron and Hermione shuffled sideways to try and keep him in sight, but all they could see was Borgin, looking very frightened." (HBP, p. 121, Bloomsbury Ed)
Albusdumbledore has already covered the other two points.
RAB = Regulus A. Black/Stubby Boardman
Regulus pretending to be Stubby Boardman appears to be a funny theory. May be plausible, but possibly a fake considering the source of the news - Mr. Lovegood, the undying patron of Crumplehorned Snorkacks. 😉
However, since most of us appear to agree that RAB was a DE and knew Lord Voldy (LV) personally, he could be the mysterious RAB.
Sirius has been proven wrong a few times already - he misjudged that Kreacher was dangerous, he laughed at his cousin Bellatrix, who eventually killed him when he became too overconfident.
So, its highly likely that he may have misjudged Regulus as well.
Plus, the evidence of a "heavy locket that no one could open" in 13 Grim. Place (based on OoTP), seems to be the overriding factor for RAB being Regulus.
A horcrux would never open easily. It only reveals itself to someone it wishes to be revealed to.
I still believe that RAB is Regulus.
RAB = Amy Benson
Now, this appears to be one of the more logical theories I've come across apart from Regulus.
However, I do not believe in this theory on 2 counts:
1) Amy showed any magical abilities in her childhood...Fear or Rage propels magic out of you if you have the ability...Neville bounced down the road when he was thrown out the window
Harry appeared on top of a chimney while being chased by Dudley and Gang
If she had any magic within herself, would she have not been protected from Tom Riddle in some way or another? Wouldn't Tom have been a little bit suspicious of her
2) If she was taken to St. Mungos, wouldn't Dumbledore have tried to get her memory? And if she was alive to tell the tale, wouldnt Voldy have killed her?
If she was never "quite right" how could she know about horcruxes and what they are when only a few wizards know this?
This RAB person appears to know what Horcruxes are - hence he/she knows Dark Magic.
Muggle Amy Benson, on the other hand, would never know their significance.
