Confused about Sultan's powers!

They have shown that Sultan is gangster and powerful man...Like Mumbai ka Don who operates from Dubai so when he is in danger then there should have been army of his men to protect him... Support of corrupt police and politician but why he is taking help of 'Mamuli' ChawlBala...Why does he have to fight by himself. It doesn't go well with Sultan's character and powers.
