It's true that many don't but so many are able to and that's the key difference that Bollywood needs to apply. The transition to movies is something that an actor should be able to do if he/she has talent. Just because you don't have a famous person backing you up and producing your movies, it's not fair to be restricted.
Think of Matthew Perry from Friends or Jennifer Aniston who has a great career in Hollywood now. Sarah Jessica Parker also started out with TV and has done movies as well. Will Smith was so well known in his sitcom and now everyone knows him for Men in Black. Even one of Hollywood's biggest, Tom Hanks started out early with a sitcom and later he starred in The Da Vinci Code! And two huge celebrities like George Clooney and Leonardo diCaprio had brief roles in sitcoms before as well. And by far my most favourite woman, Tina Fey is well-known for TV but she wrote Mean Girls which was such a great movie!
I really don't think it's that TV actors cannot act. It's more of the fact that they are given very limited roles on the TV medium because those shows work and they get more TRPs. If more scripts like Vicky Donor and Kai Po Che were accepted by the audience and could get producers, then I don't see a reason why TV actors shouldn't be given the opportunity given that he/she has the talent.
