I think Razia is responsible for Zoya's mothers dead but she somehow implicated Rashid in this so that he got the blame when she actually is the one who is the responsible for what happened. Rashid feels he is guilty of a crime but in truth he maybe innocent and Razia is taking advantage of this. She said if the truth is revealed then it will come out that she was the mastermind of the crime. And that is something she isn't going to allow to happen as long as she is alive. For this reason she threatens him that if he leaves the house he will be put in jail. She is taking advantage of his fear. Accepting that he had done something wrong in the past he bowed down to all of Razia's wishes. (commands) He is just a puppet in her hands that she manipulates.
