I did'nt find her stating that people are'nt "worthy" of it!!!

I think she just meant that everyone needs to be more responsible, aware & sensitized, collectively. Thats it.
Everybody huddles up in the moment of crisis or need & responds to the necessity.

That is what the beauty of our country & society is. There are bad people, and there are good people, right ones far outnumber the wrong ones. The latter just need to be more active(& thats precisely what she meant & called for) At least that's what I inferred.
