She was asked who she felt were the strongest contestants. Maybe she thought that even after so many nominations if Rajev hasn't left, he must be a strong contestant. Actually, it's not surprising that she thinks he's a strong contestant. The week when she was captain and had to save 2 - she saved Delnaaz and Vishal over Rajev because she knew Rajev would survive the evictions and she was right.

For whatever reason, Rajev has survived 6 nominations.

By that logic she should have saved Sapna. She has survived seven till now. Even she herself have survived a lot of nominations. It is actually strange that she did not think Urvashi is a strong contestant. Maybe she saw through what BB was up to.
