Poison didn't come from the churning. Vasuki, the 1000 headed snake, was used as the tug of war rope used to churn the mountain. As a result of his panting, a lot of his poison came out and made the devas & asuras both choke. That's where Neelkantha's role came in.

Lakshmi was one of the last things to come out, and she straight away garlanded Vishnu and married him.

But Bali couldn't have been the asura ruler then, since this happened in Kurma avatar. Then came Varaha avatar, which saw Hiranyaksha being killed, then Narasimha which saw Hiranyakashipu getting killed. Then came Prahlad, Virochan and then Bali.

Oh, one more thing. Hiranyakashipu was the maternal grandfather of Shukracharya, so that would beg the question of how has Shukracharya been among the asuras this long? He certainly couldn't have been the guru to either Tarakasura or Vidyunmali or any of the other asuras shows so far. His role seems to start in the treta yuga.

That's what I found out in this forum. But in the ACK Elephanta, they have a story of how Shiva, in a human guise, kills a ferocious tiger single handedly, tears off its hide and wears it (and no, he wasn't in his birthday suit b4 that, since you're just the guy who's capable of asking exactly that question 😈) But yeah, Shiva took that tiger skin and wore it, and then he took another snake, & wrapped it around his neck.

I haven't read anywhere that it was Vasuki. And in the samudra manthan story, Vasuki was the snake used as a rope to tie the mountain (Mahendra parvat, IIRC), so if Shiva's snake was indeed Vasuki, he couldn't have been on him @ the moment. In fact, if Shiva's snake wasn't Vasuki and was around him, then why would he have needed to drink the poison - the snake could have had it ❓

'Bali' was used more as an epithet rather than a personal name. Many asuric rulers were termed Bali or Mahabali meaning 'Powerful' (from the root of the word Bala (strength)).

Vasuki and Garuda's Pride
An interesting story associated with churning of ocean states that Garuda was sent to invite Vasuki for the churning of ocean. Garuda was the arch rival of snakes but still he agreed to invite Vasuki. Garuda did not properly honor Vasuki and ordered him to participate in the churning of ocean.
Vasuki resided in the palace of the sea god, Varuna. Vasuki asked Garuda to carry him to the spot fast. Garuda agreed to carry him on his beak. Garuda took the middle part of Vasuki and flew up into the horizon but the tail and head remained on the ground. Garuda then folded the huge snake into two and flew up into the sky but the result was the same. Garuda could not carry Vasuki and returned with him.
Finally, Shiva stretched his arm into the sea and Vasuki took the form of a bangle and reached the spot of the churning of ocean.
If Vasuki can be worn as a bangle by Shivji, then why can't he be around Shivji's neck?
